The Role

 

The Estates and Facilities team has responsibility for the safe, efficient and effective development and management of the University academic and residential estate, which is seen as a strategic enabler in support of the University Vision and Strategy. The Estates and Facilities team are looking for an experienced and reliable Maintenance Supervisor to join their dynamic team in day-to-day maintenance across the University.

 

Based within the Estates and Facilities Service you will be responsible for leading a team of directly employed maintenance staff and contractors, providing planned and reactive maintenance and improvement services. Ensuring that they are customer focused, aim to exceed service level standards and provide a value for money service at all times, as well as supporting other Estates and Facilities teams and trades as required.

 

They will also assist with the training and development of apprentices and un-skilled labour, liaising with training providers, as required.

 

Ideally you will have experience in a similar role and have knowledge/experience in the maintenance of highly serviced buildings or complex sites. You will be a time served craftsman qualified to City and Guilds Advanced standard, NVQ Level 3 or higher and a good working knowledge of Electrical building maintenance, installation and regulations.

 

You should be physically fit and active with the ability to work at heights and in confined spaces and a full driving licence is essential.

 

The successful applicant may occasionally be required to work evenings or weekends and may be called back to work at short notice (in an emergency).

Key Accountabilities

  • To lead and manage a multi-discipline maintenance team in the provision of an efficient, co-ordinated and value for money maintenance service in accordance with the published Estates and Facilities Service Level Standards
  • Liaise, manage and coordinate activities with external contractors to ensure planned, reactive and emergency works are appropriately planned and organised
  • To ensure that the above is achieved in compliance with all applicable legislation, codes of practice, bye laws and health and safety requirements, in order to assure (as far as reasonably practical) a safe environment for staff and students. Ensure that all legislation such a Legionella, Electricity at Work, Asbestos, Fire, COSHH, Health and Safety etc are effectively applied
  • Make a significant contribution in proving specific technical assistance, and coaching to the team, including apprentices as and when required, conducting quality and safety checks on the work carried out by team members
  • Liaise closely with Direct Works Manager & Maintenance Officers to develop policies and procedures (taking into account all new legislations, financial and safety requirements) so as to ensure service continuity, forward planning on a rolling 12-24 month period
  • Identify health and safety risks and potential failures of fabric, plant, and infrastructure. Quantify solutions to problems and advise on the priority of projects within the ten year LTM programme
  • Maintain and update records relating to the procurement of materials and services. Accounting for the processes and purchases, of the post holder and team members, providing periodic reports when requested to demonstrate efficient services
  • To provide a comprehensive maintenance service (24 hours/365 days) to the Universities Accommodation office and any other 3rd party occupiers ensuring that the net result is high levels of customer satisfaction
  • Management of all People Services related matters in relation to those for which responsibility is held, this will include recruitment, absence (annual leave and sickness) management and monitoring, performance monitoring and training and development
  • Work with team members and managers to develop a high degree of team spirit. Direct and motivate team members in ways that will achieve this goal
  • Ensure the accurate and timely recording of works using current (PlanOn) and future technology systems to assess and account for the processes, actions and procedures carried out by the team. Ensuring compliance with service level standards, health and safety legislation and enabling improved effectiveness of the team through the monitoring of data
  • Contributing in a direct and positive way to the development of the Estates and Facilities safe systems of working, reporting, and recording procedures. Feeding back information to Line Managers for evaluation
  • Responsible for the production of team related risk assessment and method statements in addition to the review and approval of those provided by external contractors, where required
  • Evaluate and appraise monthly feedback. To ensure that agreed service level standards are met, and high levels of customer satisfaction are achieved and maintained. Assist in the provision of reports which demonstrate the effectiveness of the services e.g. reports on continual improvement and reports showing performance against set targets
  • Subject to resource availability, Supervisors will also support and coordinate with the delivery of Capital, Improvements and Minor Works and Facility Services
  • Procure contracted out services for the University, including for Accommodation and Hospitality Services. Monitor the performance and quality of works carried out by contractors and ensure value for money is achieved. Implement remedial procedures where contractors fall below standards
  • Procure equipment and materials in a cost effective and timely manner. To ensure that spares are available for routine maintenance and breakdowns in order to minimise unplanned downtime of plant and services. Additionally, liaise with the other Estates teams to persuade or advise of appropriate standards for plant, materials and equipment in order to optimise the whole life cost of projects and ensure ease of repair and replacement
  • Provide cover for colleagues, taking on additional duties as and where necessary to ensure and sustain the continuous work flow throughout the department.
  • The post holder will be expected to provide an adhoc out of hours emergency response should the need arise, there is no set call out rota, however if the post holder is contacted outside of normal hours they will be required to assist unless they are unavailable to do so.​​​​​
  • Carry out any other duties as may be required by Direct Works Manager or Head of Maintenance

 

The Person (Essential)

 

Knowledge, Skills and Experience

  • Experience in the alteration or maintenance of buildings and services
  • Knowledge and understanding of planned preventative maintenance systems
  • Knowledge of safe systems of work and risk assessment
  • An understanding of Legislation relating to Operations and Maintenance of a large Estate e.g. H & S, Asbestos, Fire, Pressure systems etc
  • Good interpersonal and personnel skills
  • Awareness of how to control a budget
  • Ability to work well under pressure
  • Ability to work as part of a team
  • I.T. literacy

Desirable

  • Knowledge of both mechanical and electrical engineering services and/or knowledge of building maintenance and construction
  • Knowledge of CDM regulations
  • Experience in leading an engineering/building maintenance team
  • Experience in the provision of services to agreed Service Level Standards

 

Qualifications

  • Will be a time served craftsperson holding City and Guilds qualifications equivalent to NVQ3 or SVW in building or services related trades

Desirable

  • Will hold or will be working toward an appropriate supervisory or management qualification at diploma level
  • Relevant BSc with some demonstrable experience
