Salary:  £42,149 to £44,706 with progression to £50,296 per annum

The Role


We require a Programme and Project Manager to provide specialist IT programme and project management, leadership and support; ensuring the use of best practices for our IT and Digital development programme within our national centre located within Newcastle University.  You will have managed end to end IT development in an agile way, from tender specification and management of contractor relationships with selected developers. Ideally, as well as experience of planning and managing multiple projects from discovery through to implementation, you will also have experience of post go-live support and evaluation.

Key Accountabilities

•    Take full operational responsibility for the end to end management and delivery of multiple IT & software development projects simultaneously with the use of various project management business improvement techniques (e.g. PRINCE2/Agile/Waterfall/Lean).
•    Using specialist IT project-management and leadership ensure that best practice is followed and that these practices are disseminated; this includes accountability for delivery in line with business objectives and completion of projects within agreed timescale, budget and appropriate quality standard.
•    Lead, motivate and line manage a multidisciplinary team of staff including software engineers, data scientists and user experience designers, in order to create the conditions necessary for successful delivery of in-house and external projects, to include workload and resource planning. 
•    Develop and refine delivery plans and reporting strategies for projects, identifying, monitoring and management of all relevant risks and issues.
•    Manage stakeholder relationships and engagement (internal and external) across the programme and project lifecycle to ensure stakeholder buy-in to include requirement gathering, user research solution design and implementation and service introduction. 
•    Support business readiness by ensuring that all required training is planned and carried out and support continuous improvement by ensuring that post go-live reviews are completed, and lessons learned disseminated.
•    Oversee and take responsibility for the management of infrastructure including planning, security management, IT governance, GDPR compliance , penetration and load testing and developing internal coding best practice guidelines.
•    Role will entail some aspects of post-go live service support and maintenance, working closely with service desk team and external suppliers.
•    Manage commercial relationships on behalf of projects, including leading and/or supporting the writing of tenders for the procurement process in order to secure Value for Money, assurance around project delivery, manage contractual obligations, and ensure the quality of output.
•    Any other reasonable duties that fall within the scope of the post, as allocated by the line manager.


The Person (Essential)
Knowledge, Skills and Experience
Experience of delivering software development projects as well as business change environments including managing sprints for technical development using appropriate methodology (eg, Agile processes)
•    Experience of managing external contracts and backlogs with developers and writing technical specification documents for invitation to tender.
•    Experience with one or more programme and/or project management methodologies (MSP, PMI, PRINCE2) or equivalent project management experience.
•    Extensive experience of running large and/or complex programmes and projects, particularly multi-faceted IT-centric initiatives and/or those that deliver digital transformation.
•    Experience of management of project budget as well as resource planning.
•    Experience of line management to include workload planning and resource allocation.
•    Experience of managing supplier contracts through monitoring KPIs to support effective services delivery.
•    Experience of new service introduction and transition process.
•    Experience of stakeholder management with the ability to win commitment and support.
•    Effective influencing and negotiation skills in an environment where resources may not be in direct control of this role; including ability to lead and motivate virtual teams
•    Excellent planning and prioritisation skills e.g. simultaneously balancing a number of large and complex programme and projects. 
•    Knowledge of project and task planning tools with evidence of practical application is highly desirable (for example, MS Project, Jira, Trello, Planner, etc.)
•    Significant experience in IT and business/industry
•    Excellent analytical and problem-solving skills with proven ability in logical and conceptual thinking
•    Highly customer-focussed and service orientated, with the ability to develop and manage relationships with customers and suppliers effectively
•    Ability to work under pressure and with a fair degree of autonomy, whilst also contributing to and supporting team-working.

•    A degree in information systems, business administration, computer science or related field, or an equivalent qualification or experience.
•    A recognised project management qualification e.g. (MSP, PMI, PRINCE2) or equivalent experience
